A talent strategy defines the talent needs and associated objectives necessary to meet top business goals. It is both an integral part of the HR strategic plan and a direct informer of the talent management strategy and planning process.

Such a strategy is designed to align talent requirements and plans with primary business objectives so that there is a sufficient supply of talent in place to meet the organization’s primary strategic requirements. It defines the capabilities that an organization needs to achieve those business objectives and categorizes the relative criticality and timeframes of each capability to identify the sources and types of workers needed to meet key talent objectives. If available, workforce segmentation may be used to further identify strategically critical roles and workforce planning  will be relevant to refine the talent planning targets.
