The existing organizational environment is perfectly designed to produce the current behaviors and outcomes, regardless of whether those outcomes are the desired ones. If the organization wants people to act differently, the surrounding conditions need to be adapted to be more supportive of the new behaviors, particularly when they are contrary to the existing culture.

Cultural change is not simply achieved through a leadership mandate or even strong change leadership. While leaders do need to exhibit and promote the behaviors they desire, that is not enough to change ‘how things are done around here’.
